Signatories to the Kyoto Protocol of 1997 pledge to cut their greenhouse gas (GHG) emissions by at least 5 percent between 2008 and 2012 compared with 1990 levels. Different countries have different emission-reduction targets. A number of large GHG emitters, including the United States, have not signed the protocol.
